Flash player won't work

When I want to view a video I get a message to download the latest version of Adobe Flash Player.  When I attempt to do so I get a message that the latest version is already installed.  Why will it not work?

Chrome has its own plug-in (called “PepperFlash”) and you can’t update it here.

It can ONLY be update by updating Chrome. Some sites and some content won’t work very well with it, because it’s a PPAPI plug-in and the content was authored for NPAPI Flash.

In that case, install the Flash Player Plug-in (All other browsers)

In Chrome, type “chrome://plugins” in the address bar.

Click "Details" at the top right and scroll to Adobe Flash Player.

Disable the PepperFlash player plug-in

Relaunch Chrome. This will force it to “fall back” on the other plug-in.
