I'm using Mac 10.7 and elements 10. I turned on allow floating documents in preferences. The arrange document dropdown menu doesn't work. I've tried it with 4 open photos. I can tile photo by going to window-image tile only.
I consolidated all my floating windows to tabs the way you instructed windows>images> consolidate all.That worked fine.
After that I went to the arangr documents dropdown window and picked an arrangement (that wasn't grayed out) and nothing happened. (In CS5 this works fine).
Another question if you don't mind.
I open photos in the editor by file> open or command open and I get what appears to be the finder however the thumbnail of the pictures are very small difficult to see. Is there a way to make the thumbnails bigger.
When in the finder<I can go to show view options to make thumbnails bigger, but that has no effect on elements10.

There is nothing you can do about the File Open window. That is an OS X window, not a PSE window.
I would delete your PSE preferences--you are sure you are choosing an arrangement for the exact number of open tabs you have? If so, quit the editor then relaunch it while holding command+shift+option. Keep the keys down till you see a window asking if you want to delete the settings file. You do.
