Adobe Partner cloud activation

I am in Adobe Partner program.  Was notified via email on May 7th and May 11th that I would be receiving one year complimentary Adobe Cloud membership.  Email said I would receive promotional code on Friday May 11th, but I never did.

 

Spent all morning back and forth with influencer customer service and they could not help.  They said it must be a technical issue. How do I activate my Cloud membership with my partner id?  I am only prompted to put in credit card, which should not be necessary.

 

Please advise.
