Error: "This CheckIn operation overlapped with one from another user..."

Tags:We use RSC 3.1 with RH 9 (all latest patches applied) and one of the writers received the following error today while trying to check in a PDF to source control:
Here are the steps followed that led to this:
- Checked out a PDF (filename.pdf) from a project folder in source control to a local folder.
- Copied a locally modified copy of the PDF into the local folder, overwriting the checked out PDF.
- Tried checking in from source control. And then - check in failed.
The PDF file is a baggage file in this project and is linked as a TOC page. No other users except the concerned writer have accessed this project. We tried undoing the checkout, and checking out and checking in again, but that doesn't work. However, restarting the PC did fix this problem.
Posting this here as reference for anyone looking for information about this error, and hoping someone can tell us why RSC behaves this way
