completed download of Adobe flashplayer 11 but doesn't work

I have downloadred flashplayer 11 to the point where it says that it is complete but it doesn't work because it wants me to download it again when I want to use it.  During the download it asks me to sutdown internet explorer which I do and it them says it is complete.  What to do?.
