generally speaking the Colorgrading Process is the last pass in your workflow. Depending on your Fileformat, you can use SG before Pr, too.
So the render out of SG should be done with the highest quality. It depends on your workflow.... and delivering.
To give you an Idea.
1) Edit in Premiere
2) use send2speedgrade when using (compressed material like 5d / 7d) or Export a EDL (recommend if working with rawfiles/ editing on proxis - R3D, Alexa, Phantom, Ikonoskop etc)
3) apply color correction
4) Render out a DPX sequence out of SG (for storing on drives etc for further uses)
5) Render out to specific file format: f.e. h264 for vimeo HD (target data rate: 5000) and 720p
In speedgrade's output tab you can create any output formats (click on 'others...' next to 'format & options' dialog)
If you want to go back to Premiere, you can import the DPX sequence out of SG (Step4) - I would recommend DPX, because if you go back to Pr, I suggest you'll likely to render out of Pr again, so to preserve Quality I recommend working on uncompressed DPX sequences in this case.
A RAW workflow could be:
1) Import all RAW files into SG
2) apply first light
3) Render out Proxies (f.e. 720p, h264) with TC embedded
4) Import proxies to PR for editing (due hardware limitations its often not convenient editing in 2/4K res)
5) export the EDL to SG
6) in SG relinking via EDL to all RAW files
7) apply full res 2/4K grading
8) render out Final format
