Resize content as window resizes?

Hi all, and sorry in advance, I know this is an elementary question but I am out of town away from my GoLive manuel and I can't seem to find a way to phrase this question on google so I get the answer. I saw this page: http://www.katelacey.com/gallery/show_dogs_book/ which I love, and I can't figure out how to have the content in one portion resize while the header stays the same. My site uses frames and  layout grids, very simple stuff. Can someone have mercy on a non-power user and point me in the right direction? I'd be very grateful.
