Maintenance Announcements

I think it would be helpful that instead of requiring a user to log in ot Viewer Builder or the DPS web dashboard to see an upcoming Maintenance Announcement (which may be discovered right in the middle of the downtime instead of in advance) that these be shot out as emails to DPS admins to be given the heads up.
