If I own Production Suite CS 5 and I buy the Creative Cloud but find I don't like it so I discontinue use and payment of creative cloud. Will I still be able to use the CS5 version I have bought?
Also will using the creative cloud mean I no longer will be creating local files on my computer?

No.
You install Cloud software on your local machine and use them as you normally would, saving your work locally as you normally would.
You can choose which local files (if any) you want to store in the Cloud (for storage or sharing with others)
