How to find keyboard shortcut for a tool

Does anyone know how to programmatically find the key assignment for a tool?

I took a look, but from what I can tell there's no way to find out for tools, just menus

If we know what .kys file and where it is, we can parse it, but that is not even possible is it?

You can find the folder where the .kys files are stored, but I don't know how you'd know which one is the right one.
