Why am I getting "Unable to load appliction configuration" while trying to update Flash from a downloaded install file? yes the install file is from the Adobe web site.

Windows XP 64 Version 2003 SP2 and Firefox 13.0.1
Download the offline installer from http://helpx.adobe.com/content/help/en/flash-player/kb/installation-problems-flash-player-windows.ht... and save it to disk, then close all browser windows and run the downloaded installer.
