In photoshop elements 10 when I press F1 it doesn't find the page it tries to launch in the browser.
It says "File not found" when it tries to open a html file in appdata - and the reason the browser says "File not found" is because the file isn't there.
Is this repairable?
You have to be online to get the page. Also, sometimes in IE8 you need to click on the address bar once and press return if you get an error first time. Effectively, you are re-loading the page. I tried just now and it took me to this page:
Adobe servers are sometimes very slow so you have to persevere.

Guys, it tries to open a local file in the browser(firefox), the path is something like
file:///C:/Users/USER/AppData/Roaming/chc.4802D9F....0485DF8CE.1/Local %20Store/Help/en_US/PhotoshopElements/10.0/Using/WS287f927bd30...b12e2 8b9f7f4-8000.html
And that file is not there.
Yeah, I don't want to find out what happens
However 5. 99jon's post lead the way - i tried clicking on the exe file, and it told me it couldn't work if Air wasn't installed...
So that explains it.
