Can we add custom tool in tools panel?

Hi,

 

I am using action scripts for creating a extension for Illustrator CS5.

What I need is to add a new tool in tools panel.

 

Can I do so using action scripts or c++ plugin is only way to add the tool?

 

Please confirm.
