Every new download of Adobe Flash is not recognized.

When I look in my control panel at my programs, it shows I have installed Adobe Flash 11 w/ActiveX.  But EVERY time I  open an email with a link to Adobe or run any program where Flash is needed I am told I do not have a Flash Player on my pc.  I have tried to uninstall and re-install the Flash player but it still will not be recognized EVER.  How can I correct this glitch?
