Trying to Download Flash 11.3

I am trying to install Flash Player 11.3 and I am getting nowhere. I follow all the directions, prompts, and I am at wit's end !!! Halfway through the installation, I get a grey box that says to shut down the internet explorer. I follow those directions, restart the computer, and attempt to do this again, and I am getting nowhere. What am I doing wrong? Any help would be greatly appreciated.

Could you please be specific about the operating system? Which version of Windows are you using?
