pan & zoom layers

Hi,

I made a pan & zoom layer,

I want thaht a layer stay over the srolling content but when I create a layer with a graphic over the scrolling content (pan & zoom), the scroll content stay over all the other layers.

 

what can I do for that please ?

    Did actually use a new layer for this? Can't say I've ever try to scroll over a pan and zoom and I can't picture the layout that it would work well with.
