Fill with Placeholder Text Not Working

My "Fill With Placeholder Text" command no longer works.  No text gets inserted when I select the command. (It used to work. I was using it a lot). I read about the placeholder.txt file and made my own and placed it in the InDesign Application folder, following instructions I found on one of the forums.  I can see the file, and it's named correctly. But I'm still not getting any text inserted.  It seems like something is broken. It's as if InDesign is not seeing the placeholder.txt file even though it's in the correct place. (I'm using CS5.1.) Does anyone have a suggestion as to what might be going on? Thanks in advance for any help!

    Is your placeholder.txt a plain text document, or something like a Word file?

    Try restoring your InDesign preferences:

    If yiou remove the custom file doe it work?
