Are you choosing the option to License this software?  Do you have any other Adobe applications installed from the Creative Cloud?

I would recommend you first check your account at Adobe.com to verify your subscription is active.  Is it only Premiere Pro CS6 which is facing this difficulty or do you have other CS6 applications having the same problem?  Also is your CS5 software able to run successfully?  Was CS5 prepetual or did you have a subscription to CS5 as well?

Hmm it could be a problem with the permissions on your system to update the licensing.  Can you please try removing Premiere Pro and reinstall?
