Working panels always used to lock into place inside frames in prior versions of Photoshop, but are free-floating in CS6; is there a way to anchor them as in prior versions?

What version of photoshop did you upgrade from?
As long as you are using the default workspace, the panels should exhibit the same behaviour as cs4 and newer, except on mac versions of cs6 where the application frame is on by default
and was not in cs4/cs5. (window>application frame).
And you talking about the panels and not the document windows? (floating versus tabs) (photoshop (edit) preferences>interface)

It's doable. Drag them around by their little name tabs until they stick to the edges of things.
If you're having to fight with panels a lot, please allow me to suggest getting a second monitor. It's a great way to have plenty of room to have all the panels you use visible all the time, and out of the way of your image editing.
