Problem with Flash DL

I recently purchased a Toshiba NB with Windows 7 preinstalled. When I went to a site it told me that Adobe Flash is req. and provided a link to download. After trying to download it comes back and says there is a newer version installed but when I look at the program files there are no programs. It installed with Chrome however but will not install on IE9. I uninstalled chrome and adobe flash and tried to reinstall on IE9 and got the same result.
