Try holding down the Alt/Option key while you work the scroll wheel. There's a setting in Preferences > General for whether the key is required or not.

Does the zoom work with the scroll wheel with that option checked?

I don't think the zoom function with the scroll wheel needs open gl as it seems to work the same as previous versions of photoshop that didn't use open gl.

The zoom won't be smooth as in open gl smooth when scrolling with the scroll wheel and if you want to zoom in the same increments as ctrl+ - does

you need to press the shift key while using the scroll wheel.

As far as i know that's the way zoom with scroll wheel is intended to work, i.e doesn't use open gl for the zooming.

FYI, on a PC using Photoshop CS6 the zoom steps are so close together that the zoom seems essentially smooth.  Maybe not creamy smooth, but I'd never even really notice it.

The zoom step amounts (10%) seem to be the same as Photoshop CS5 (I just tested both) but interestingly the zoom seems to visit every step in Photoshop CS6 while it jumps steps in CS5, giving it the illusion of feeling smoother.
