on this website is a logo for Okinawa, it has a stroke twisted into a ribbon.
does anyone know how to make this?
Basically, all the petals and the continuation of the horizontal blue ones are shaped the same.
1) Create a wavy (shallow S) shape like one boundary of a petal (you may redraw it on top of the image for practice) with both ends aligned horizontally,
2) Copy 1) and rotate it 180 degrees,
3) Join 1) and 2) and fill it to get the first petal (one of the horizontal ones) or basic shape,
If you just want to create the ribbon, you may move copies horizontally, possibly using Effect>Distort&Transform>Transform.
Otherwise, you may rotate copies round one end (by 30 degrees if you want something like the petals.
You may colour at any time.
To get rounded ends, which may overlap and thereby vreate the appearance of one continuous wavy ribbon, you may use/adjust a stroke with the same colour as the fill.
To get an unstroked path with the same appearance, you may remove the stroke and offset the bounding path by half the stroke weight.
You may join overlapping shapes using Pathfinder>Unite/Add to shape area/whatever it is called in your version, using Alt/Option or not to get a simple path.

I am on CS4. My stoke window does not have a profile image like yours. I have chosen the same cap and corner settings.
I could not get the tapered endings, it has something to do my registration points at the very end.
I would stroke to 50pt. I dont have an actual Width Tool. I assigned Buldge by Warp > Buldge.
And then Path > Outline Stroke. Did you delete a registration point at each end?
Then I chose Distort and Transform > Twist
Then instead of a stroke with variable width, you can create a similar shape with the Elipse Tool and convert the two of its opposite anchors to corner. Shift + C picks the Convert Anchor Tool. Then you can apply just the Twist effect (you don't need the Outline effect) and the end result should be the same.
