As far as I know, Telemetry feature introduced in Flash Player 11.4, AIR 3.4 not Flash Player 11.3 and Adobe AIR 3.3.
It is sad that no one actually has a link to where Monocle is downloadable. It just states - make sure you have Monocle installed. It's now been more than a year since Monocle is in a making. Still, most developers can not try help testing it out.
