Effects Gallery problems

I am using PSE 10 and am having problems when I click on Effects.  The gallery opens up completely empty with absolutely no options to choose from being displayed.  I am only having this problem with PSE 10 as earlier versions seem to be working fine. I have tried turning PSE off and back on and have even rebooted, but nothing seems to be working to correct the problem.  Any suggestions on where I can go from here?

    Hi,

     

    Please go to the follwoing location:

     

    C:\ProgramData\Adobe\Photoshop Elements\10.0\Locale\<locale>\

     

    and move the Mediadatabase.db3 file to some other location, so that its removed from this location.

     

    Close Editor if already launched and then launch it again.

    It will start making this database file. Your Editor will remain in hang state for some time. Let it do its processing. It may take about upto 15min.

     

    See if it works.

    You may need to show hidden system files to find the ProgramData folder. Follow these instructions:
