New to Photoshop....how do I add a frame to a picture in Photoshop Elements 11?

I just downloaded Photoshop Elements 11. However, I've never worked with Photoshop at all. I can't figure out how to put a frame around a picture. I would appreciate some help on this...Thanks so much!

    In editor Expert Mode, click 'Graphics' button present on the bottom bar right corner and select Frames. You can drag-drop frames on the image placeholder to apply them on your images.

    I think you may be applying a background to the image . Click the dropdown as shown below and choose frames.

    Place the frame first, then drag the image into it from the project bin, or double click inside the frame and choose a photo from the window that opens.
