I reinstalled the photoshop Elements 8 to correct the view display. Now I cannot access Organizer as it locks up when i attempt to sign in. It seems to be trying to access a catalogue that I do not use. How do I gain access to organizer?
Please create a new catalog when launching Organizer. On Welcome Screen, press Shift before you click Organize. It will open Ctalog mangement dialog. Create a new catalog and it should open Organizer with the newly created catalog.

I see that your suggestion to hit Shift before opening Organizer opens the Catalog. This did not work for me. Nothing happens.
Is there any other way to access or recreate the catalog file??
Bingo! After several hours of trying different things, this finally did it...
The PSE 7 tech note also applies to PSE 8 – replace 7.0 with 8.0 in the folder name it says to delete.
I deleted the folder "Photoshop Elements 8.0.0" found in this location:
C:\Users\USER NAME\AppData\Roaming\Adobe\Online Services\
Now I can go to bed.

I am glad that you were able to get the Catalogue screen to come up. This fix was shared with me by 18qwer. In reading your response I thought that you were just hitting the shift and releasing it before clicking on the organizer in order to get the Catalogue manager. It works with me if I hold the shift while clicking and until the catalogue manager comes up. My thanks goes out to 18qwer.
What worked for me, as suggested by 18quer, was to press and hold the shift key during the welcome screen and then click on the organizer while still holding the shift. I held the shift until the catalogue manager screen came up. Then you can select the catalogue you wish.
