flashplayer - unable to load configuration

On attempting to download Flash Player Update the following message occurrs after a run attempt: "unable to load application configuration". Last update 24th August 2012. Problem has recurred without fail for about six months now. Have attempted program removal and reinstallation. No joy. Please assist.

Operating System is Microsoft Windows XP Home Edition Version 2002 Service Pack 3.

Web Browser in use is Windows Internet Explorer Version 8.0.6001.18702, Cipher Strength: 128-bit, Update Versions: 0.

Have also been having problems with AVG reporting high mem usage up to about 441 megs, application (mainly explorer) hangs, slow & sluggish performance. Have run all the virus checks etc. Similar problems with Chrome until it's required flash player was loaded. Problems seem to mainly relate to pages with high flash content media hence performance of flash player is in question particularly with this problem recurring.
