Want to export my video as 320x240 but having problems.

Hi

 

I'm using adobe CS5. I need to export my video as a flv video and the dimensions of the video have to be 320x240.

 

Whenever I'm about to export the video, I check the "Resize Video" box and change the dimensions and export it. However, whenever  I watch the exported video, the quality looks really bad and it doesn't even look like the video dimensions changed.....Is this normal? Please someone help me out.

    I only have CS6, but if it is available in CS5, maybe you would have better results if you chose the Web-320X240 preset?

     

    If it is not available in CS5, here is what mine looks like. You might be able to recreate it.
