Unlike Photoshop the only Full Screen mode which is available when you press "TAB" key. It will hide the panels, option bar and tool bar.

You can do this if you change your prefs from working in tabs. Go to:

Adobe Photoshop Elements Editor >> Preferences >> General

Then check the box “Allow Floating Documents in Expert Mode”

Once you are opening your images as floating documents rather than in tabs you can minimize and maximize the window as normal. You can also use the numeric keypad to zoom using Cmd+Plus or Cmd+Minus or if you wish set the mouse scroll wheel for zooming in General Preferences.

Click the ‘System Preferences’ icon in the Dock.

Click the ‘Dock’ icon in the Personal section of the System Preferences window.

Put a check mark in the ‘Automatically hide and show the Dock' box if you want the Dock to go away when you're not using it. Remove the check mark if you want the Dock to always be visible.

    Close the Dock's preferences pane.

Click the green button, but I don't think PSE does everything in normal full screen behavior, just gets bigger. Elements doesn't support all the features in 10.7 and 10.8, like auto save (thank goodness for that one).

Yes, as I said, this is not available in PSE. It's green button or leave it small.
