Everything is now installed and working. I had to uninstall all the Adobe software including Netsession and reinstalled starting with the Adobe Photoshop Elements 11 first.

I adjusted the title of this thread as it was previously titled with your e-mail address.

What is the exact error message you are receiving when you try to install?  You can also review your installation logs by following the steps listed at Troubleshoot install using logs | Elements - http://helpx.adobe.com/photoshop-elements/kb/troubleshoot-install-using-logs-elements.html.

Does the error allow you proceed?  Could you possibly provide a screen shot of the error?  You can find directions on how to post a screen shot at http://forums.adobe.com/docs/DOC-2324.
