Is the Reader Extended option to attach files only available with an additional cost?

We have an interactive form that I created, and often times there are files that need to accompany the form.  I saw that there is a way to extend the ability to attach a file in Reader Enabled, but I cannot figure out how to do it.  It looks as if it is an "add-on" and not being an IT person, I'm not sure exactly what that means.  Does that mean that we would need to pay for an additional service to make that function available?

Hi,

It is possible to apply usage rights to a PDF such that a user can attach files to this file using Adobe Reader.

This functionality is already available in Acrobat but if the intended use is for enterprise or intended users greater than 500 then LiveCycle Reader Extensions service can be used.
