Why can't my CS4 do video frames to layers?!

The above explains my concerns. On CS5 and CS6, I've easily been able to make gifs, but now in my CS4 extended, there is no option under IMport to do video frames to layers. I also can not open ay gifs or get the animation toolbar. How do I fix this?!

I don’t have CS4 installed anymore to test this, but what makes you think »Video Frames to Layers« should work there?

Are you sure it did at some point?

As C.Pfaffenbichler said - unless you are sure it actualyl did work at some point, I'd consider it somewhat of a premature conclusion that it should work in CS4 just because it works in the other versions. There's so many variables with video... Your description also sounds liek your CS4 isn't actually the Extended version, so this could easily explain the absence of the timeline...

The feature was in Photoshop CS4, but near as I can tell, it was only available in the 32 bit version.  Is it possible you're running the 64 bit version?
