When I try to add an outline to a shape I drew with the ellipse tool, the "Edit>Stroke (Outline) Selection" isn't highlighted so can't be used. I make sure that I'm in that layer. What step am I missing?
Press CTRL+left click on the layer thumbnail of the outline to make the outline active,---- see marching ants

HOW CAN I REMOVE A STROKE OUTLINE
If the stroke is on its own layer, as suggested in step #2 post #6 above, delete the layer.
Otherwise, use the clone stamp tool and work your way around the stroke.
