You need to use the alpha-numeric keys on the right side of a standard desktop keyboard

You can also access the symbol via the character map found under accessories on a Windows machine. Then, copy/paste

A really neat way is from within Elements. Access the Custom Shape Tool, go to the Symbols library, and the copyright symbol is right there.

Hold down Alt and type 0169

The copyright symbol only appears when you release the Alt key.

You can type your copyright information into a word processing document and then copy and paste it into the text field of an image in elements.

When you type ALT-0169 does the cursor stay where it is or advance without printing anything?

Just as a test try typing some regular text followed by the ALT-0169 on the same text layer.

The problem I had was, I was using my laptop. So I went to my desktop, it works now. Thank you all for your help.
