outline stroke not working in CS6

so I just create a straight, uniform line and press Effect > Path > Outline Stroke... but nothing happens

 

not sure if I'm doing something wrong... or if there is a bug?

    stroke the line first with some Stroke thickness/color.  then use that command to outline that stroke you just made.  Does this work for you?

    It's really only going to come into play if at a later time you use Object>Expand Appearance (or do something which will invoke this like opening in an earlier version).

    Try using Object>Expand Appearance. All Effects are live and only get rendered when needed. A dialog is not needed since the only thing that will happen when the appearance is expanded is to convert the stroked path into a filled object.

    If you need it in real time then use Object>Path>Outline Stroke.
