What I got from your post is that you have upgraded to windows8 and PSE11 (from PSE7). Now you want your PSE7 catalog to be seen in PSE11, right?
To see your PSE7 catalog in PSE11 you need to convert it. For this click 'File->manage catalogs->Convert'. In coming dialog, check whether your PSE7 catalog is shown on not. If not,click on 'Find more catalogs' button and navigate to your PSE7 catalog (by default catalogs are created in: 'C:\ProgramData\Adobe\Elements Organizer\Catalogs'). Once done, click on 'convert' button and you are good to go. Please let me know if you face any issue.
