I can only remember is that when you created a flash file you can convert it to IOS for apple. I think the converter/plugin was used to make it HTML5.

If, as you say in the title of your post you want to "convert to iOS" as opposed to publish HTML/CSS files then why not just publish as AIR for iOS directly from Flash Professional?
