Trying to make a smooth curl

Hi there,
I am trying to create individual curls using Fireworks like the image attached.
No matter how I use the pen tool I just can’t seem to get this right.
I use Fireworks for pretty much everything however never tried free drawing like this.
Any help greatly appreciated
