drag and hover problem(begginer)

Hello,

 

I'm begginer in AS3 and this is my problem.:

 

when that I am moving an occurrence, flies over it of another occurrence does not function.

how to solve this problem.

    Your explanation of your problem is not clear to me.  Can you provide more details, and if any code is involved please show the code and explain how it is implemented in the design.
