Don't use Frames. You don't need them or the headaches they create for you and your site visitors. Frames are so horrible the W3C saw fit to drop them from HTML5 web standards.
The sooner you get away from frames/framesets the better. Use a DW Template or Server-side includes for sitewide headers, footers and navigation.

What would be best to use instead of Frames?
If you want your header, sidebar and footer to be stationary (always visible), apply CSS position:fixed property to those divisions. For a quick example, see link below. View source in browser to see the code.
There are many ways to design a user friendly site without those pesky frames.
