Installing Adobe Flash, yet not?

I download and install Flash. I have Windows 7 Home Premium, using Firefox. I turn off Norton Internet Security (or what I think I can turn off), yet it tells me I have downloaded and installed but it is NOT downloaded and installed. Any idea what is going on?
