Stroke won't appear in Illustrator 6

I'm trying to apply a stroke to a .jpg image in Illustrator 6, and even though the weight and color show in the windows, the object itself has no visible stroke.  Help!

    i think you have to mask it. there should be a button on your toolbar for that. it just makes a clipping mask the same dimensions as the image that you can then apply strokes etc. to.

    Add a stroke in the appearance panel. Then apply the effect "outline object" to that stroke.
