Premiere conforms graphic automatically and makes it 100%. It resizes it to fit my 720p timelime. My graphic is 2961x5445, but I cannot enlarge it on the timeline. It says it's at 100%.
Better resize your still to fit your sequence setting or somewhat larger if you need to pan or zoom.
Figured it out, thanks. I unchecked Default scale to frames size in the preferences. Solved my issue.
Just FYI - if you have a LOT of large stills, you MAY have a crash

Note that you can right-click your clip on the timeline and control "Scale to Frame Size" on individual clips. I like to leave it ON in Prefs for most needs and then just alter individual clip settings as needed, but that's just me.
