It should work fine as it has actually been tested:
In my experience, most of the same programs that worked on windows 7 work on windows 8.

There have been some issues while using features like Slideshow, Auto analyser(on 64 bit), video playback, emailing etc on Win 8 when used with prior versions former than Elements 11.
In Elements 11, these have been fixed. Adobe also officially supports Win 8 with Elements 11...
