inspiration browser problems

I have elements 10 and adobe premiere elements. I am trying to open inspiration browser from my desktop shortcut but it tells me I need to open it in elements or premiere. How do I open it that way? When I did the update for inspiration browser it told me to uninstall the old version and then install the updated one and I did. I am stuck.

No it won't work because all the videos are online for people to browse free of charge:

In PSE11 there is a better option but this is another story altogether. Perhaps, you could download a trial version of PSE11 to see what it can do for you.
