How to use the tilde key on a Japanese keyboard

I have an aluminum blu tooth mac Japanese keyboard. The tilde key is shift+^. I tried to use the tilde key in illustrator to duplicate the drawing of a shape. But shift constrains the shape to be drawn from the center. So I remaped the tilde key to be on top of the ^ key so I didn't need shift, and still no go. I tried all the keys on my keyboard and can't get the effect of mulitplying what you are drawing.

Anyone get this to work?

    AI uses a fixed keyboard mapping and some keys just remain unusable in foreign languages... It's been forever this way and there's nothing you can do about it. It's realyl the pest and Adobe doesn't seem to care to fix it...

    No problem using the tilde key (above the circumflex) on Windows with a Japanese keyboard using AI CS6.  Must be a Mac thing...
