I am unable to install photoshop elements 11

The following error message occurs.  The installation process has encountered an error while installing Shared Technologies.  Please restart your system and try again.    The toubleshooting help is far to complicated and I don't understand what it means.   I did have Adobe Premiere installed and uninstalled it hoping that that would help the problem.  Nothing does.  Help.  Elaine
