Adopted a Website! DW says head is locked. Detach from template not available!

I recently started remodeleing a website for a local business and I am trying to update some images and use slideshows. When I try to insert widget I get the "Required links could not be added to this file because the <head> tag is in a locked region." error.  I have recently started using DW again after quite some time. Am I missing something here. I could not find a template file on the server and when I go to detatch from template the option is not available like it is not using a template. Please help. I am trying to add widget to this page:

It seems the pages get all of their attributes from here:

    In your document remove all reference to templates and save the document.

     

    Instead of using DWT, use PHP's include file instead.

    I'm in complete agreement with Gramps, and while you are rearranging things, be sure to repair all your links to your local computer (they start with file://C/

    Open Template.dwt file in Code View.

    Scroll down to just above the </head> tag.

    Go to Insert > Template > Editable Region.

    Name it "head'

     

    Code should resemble this:

         <head>

              <!-- TemplateBeginEditable name="head" -->

              <!-- TemplateEndEditable -->

         </head>

     

    Save Template.

    I apologize -

    We have all been asssuming that your site was built on a DW template.- it is NOT

     

    As you indicated a while back, the site is already using a server side include.

     

    All I can see wrong now, is that the header.html include file does have.a scrap of template code at lines 315-316. Remove them both and you should be fine.

    I see.  It looks like a disected Template because your header include contains this:

     

    <!-- TemplateBeginEditable name="head" -->

    <!-- TemplateEndEditable -->

    </head>

     

    So at some point, this site was built with Templates.

    Nevermind.  I see the link in your original post.

     

    Best suggestion I can come up with is to view source in browser, copy & paste entire code into a new, blank HTML document.  Repeat with other site pages.

    You should have no trouble editing that.
