I want to put text over an image that I use for my navigation bar

I'm using CS5 Dreamweaver with System10.8.2. I've checked the various How to's but they all refer to "edit tag td" I can't find that on my dreamweaver.

    Web navigation is best created with HTML lists that are styled with CSS.

     

    <ul id="navlist">

          <li><a href="#">Menu Item 1</a></li>

          <li><a href="#">Menu Item 2</a></li>

          <li><a href="#">Menu Item 3</a></li>

          <li><a href="#">Menu Item 4</a></li>

    </ul>

    If you want to put text over an image, use CSS background-image property on the containing div or table cell.  See below for details.
