Losing menus when exporting/sharing to iPad/Apple TV

I am using Premier Elements 11.....  When I export/share my finished product using the iPad/Apple TV option, I get the audio and slideshows just fine but my menus aren't showing up.  What did I do wrong?  I will also be burning to a DVD, but haven't tried that yet....  Am I going to have the same issue then too?  Thank you....

    The Menus will be part of the DVD, but not an AV file, which will just be the Timeline. The Menus and navigation are added during the authoring phase to DVD, or BD, or to a WebDVD.
